Ziel dieser Arbeit ist die Darstellung von Better Regulation als ein eigenstandiges Politikfeld im Prozess der Etablierung, welches eigene Akteure, Werkzeuge und Auswirkungen auf die gesellschaftliche Umwelt aufweisen kann. Better Regulation ist eine Auspragung von Regulierungsreformen, die in aufeinanderfolgenden Wellen beschrieben werden konnen. Diese werden zunachst dargestellt und Better Regulation als dritte Welle von Regulierungsreformen in Europa vorgestellt. Darauf folgend wird Better Regulation definiert, als Meta-Policy charakterisiert sowie in die regulierungspolitischenEbenenderoperativen, sektoralenund politikfeldubergreifenden eingeordnet. Weiterhin wird der Prozess der Promotion von Better Regulation durch die Akteure EU und OECD dargestellt und bewertet. Abschliessend wird anhand der Akteure, Werkzeuge und Auswirkungen von Better Regulation argumentiert, dass von einem sich entwickelnden Politikfeld gesprochen werden kann
